City seeks input on Community Development Block Grant 2023 annual report and programs and PRO Housing Grant
The Albany City Council is seeking public comments and will hold a public hearing Wednesday, September 25, 2024, at 6:00 p.m. to hear public comments related to the City’s Community Development Block Grant (CDBG) programs 2023 annual report, the city’s performance administering the CDBG programs, and community needs that could be addressed by CDBG programs to assist Albany’s low- and moderate-income residents.

The City receives an annual formula grant from the U.S. Department of Housing and Urban Development for the CDBG programs. In the 2023 program year (FY 23-24), the City spent nearly $386,000 in CDBG funds to serve roughly 1,170 low- and moderate-income residents with services for seniors and people with disabilities, childcare and youth enrichment program scholarships, park improvements for Lehigh Park, emergency shelter for unaccompanied youth, outreach and case management for unsheltered residents, emergency shelter for survivors of domestic violence, and housing rehabilitation. The City’s Pathways to Removing Obstacles Housing (PRO Housing) federal grant application. The City is seeking $2.5 million to establish an Affordable Housing Fund to incentivize affordable housing and implement strategies to remove barriers to equitable housing choice. Notice of Finding of No Significant Impact and Notice of Intent to Request a Release of Funds for Linn Benton Housing Authority Valor Place Apartment Project

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by Linn Benton Housing Authority in the City of Albany.
Request for Release of Funds
On or about July 12, 2024, the City of Albany will authorize Linn Benton Housing Authority to submit a request to the Department of Housing and Urban Development (HUD) for the release of Veterans Affairs Supportive Housing (VASH) Vouchers under section 8(o)(19) of the US Housing Act of 1937, as modified by the requirements in The 2008 Consolidated Appropriations Act, to undertake a project known as Valor Place Apartments for the purpose of providing housing for low-income veteran residents at 2080 Queen Ave SE in Albany, OR. The project is estimated to be $11 million to complete all phases.
Finding of No Significant Impact
The City of Albany has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) online at albanyoregon.gov/cdbg and on file at Albany Community Development Department, 333 Broadalbin Street SW Albany, Oregon and may be examined or copied weekdays between 8:00 A.M. and 5:00 P.M. and at the main Public Library, 2450 14th Avenue SE and may be examined or copied between 12:00 and 6:00 P.M. Tuesday to Friday and 1:00 to 5:00 P.M. Saturday.

Environmental Certification
The City of Albany certifies to HUD that Mayor Alexander D. Johnson II in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Linn Benton Housing Authority to use Program funds for the Valor Place Apartments project.
Objections to Release of Funds
HUD will accept objections to its release of funds and the City of Albany’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Albany; (b) the City of Albany has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.
