Trespass Letter of Consent
A Trespass Letter of Consent is a document that allows a police officer to immediately act on your behalf, and take enforcement action against a person trespassing on your private property without first contacting you.
Police officers do not normally have the authority to go onto private property, which is not open to the public, and remove individuals or direct them to leave without the consent or authority of the person legally responsible for the property.

Graffiti Removal
People create graffiti for a variety of reasons. Graffiti can be a random act of vandalism or deliberate communication between gang members. Regardless of the reason, it is important to remove graffiti as soon as it appears. Graffiti that is allowed to remain on any surface attracts more graffiti, causing the area to appear run down.
The purpose of the Graffiti Removal program is to assist and educate businesses or property owners about the removal of graffiti in a timely manner. Participating organizations encourage citizens to report the presence of graffiti and expedite its removal.

Burglary Prevention
A burglary is when someone breaks into your building and usually steals something from inside, but they do not use a threat or force against a person while doing so. In most cases, the burglar is never seen.
Burglary is not the same as robbery.
Robbery Prevention
A robbery is when the criminal uses force or a threat against a person during the commission of the crime. The prevention/safety tips for these two types of crimes are different. The Community Education Specialist can assist you with a Crime Prevention Through Environmental Design survey.
Rental Property Program
This program is for rental property owners and managers. This program was developed to assist owners/managers of rental properties with problem tenants, aid in making managers more aware of activity on or around their properties, reduce police calls for service to certain locations and build a stronger relationship between law enforcement and the rental community.

Murder
Albert Howard Carey 82-0959
During the night hours of March 20, 1982, one or more persons entered the home of Albert Carey on Oak Street, Albany, Oregon. Carey was known as a reclusive person with few friends. Investigators suspect that robbery may have been a motive in Mr. Carey’s death. The investigation is ongoing and investigators continue to pursue leads. Missing Person
Niki Diane Britten 03-25583
Niki Diane Britten was last seen in Albany, Oregon in July 17, 1969 at age 16. It is believed she was reported as a runaway juvenile in 1969; however, records from that time no longer exist. Detectives interviewed former police officers and determined a report was most likely taken, however in that time period once a person reached the age of 18 the records were purged. The laws regarding missing person’s reports have changed and these reports are no longer purged. Missing Person reports now require DNA and medical records be obtained. In 2003, the case was re-opened as more information was reported. The case is assigned to a detective and the investigation is ongoing.
Niki Britten has been entered into the NamUS website for missing persons. The police department has obtained DNA samples from relatives so the University of North Texas could develop a mitochondrial DNA profile. This profile has been entered into a DNA database in the event she is found.

Missing Person
Theada Fixsen 86-5057
Theada Fixsen was last seen in the week of October 22-24, 1986. On October 27, 1986, Theada Fixsen was reported to the Police Department as a missing person. She has not contacted her family since that time. All efforts of law enforcement and extensive searches by the family failed to find her. Her front left tooth was broken and is noticeable.
Theada Fixsen has been entered into the NamUS website for missing persons. The police department has obtained DNA samples from relatives so the University of North Texas to develop a mitochondrial DNA profile. This profile has been entered into a DNA database in the event she is found.

Murder
Joseph Neimi Zaloom 72-32869
On the morning of June 16, 1972, Joseph Neimi Zaloom was found in the 300 block of SW 5th Avenue, Albany, Oregon. It was believed he had been assaulted some time after leaving a social club located where City Hall now stands. Investigators believe that robbery may have been the motive in Mr. Zaloom’s death. Joseph Zaloom was transported to Albany General Hospital where he died on June 17, 1972. The investigation is ongoing and investigators are reviewing the investigation for leads. The Operations Division is most visible area of the Albany Police Department. Patrol officers are on duty 24 hours a day, seven days a week. To provide around-the-clock public safety services, there are four patrol teams that work rotating, 12-hour shifts. They are usually the first to arrive at the scene of accidents, crimes, or disasters.
Operations duties include emergency response to 9-1-1 calls for service within the city limits, visible police patrol, traffic enforcement and accident investigation, criminal investigation, response to tactical incidents, service of search and arrest warrants, and interagency response and support.

SWAT
SWAT members utilize specialty equipment and receive extensive specialized training to deal with a wide variety of high-risk situations such as high risk warrant services, hostage situations, barricaded suspects, and any other critical situations that may require a large number of highly trained officers to safely accomplish the mission. SWAT members are provided with heavy bulletproof vests capable of stopping rifle rounds, ballistic helmets, goggles and gas masks. Each member typically carries 60 pounds of equipment when deployed. They also utilize short rifles for ease of movement inside buildings. Team members are also trained in the use of tear gas and a number of less lethal weapon systems.
Team members are divided into two specialties: entry and perimeter. All members train together for entry duties one or two days each month. The perimeter team members train together for an additional half-day each month because they utilize different weapons systems and train in additional topics. Four Albany Police members are assigned to the entry team and two are trained as perimeter team members. The Crisis Negotiation Team (CNT) members often train with the SWAT team and serve a variety of roles on the team, including negotiation and communication, target research, and CNT members take on the majority of driver duties for our armoured vehicles.
