The Albany City Council is seeking public comments and will hold a public hearing Wednesday, September 25, 2024, at 6:00 p.m. to hear public comments related to the City’s Community Development Block Grant (CDBG) programs 2023 annual report, the city’s performance administering the CDBG programs, and community needs that could be addressed by CDBG programs to assist Albany’s low- and moderate-income residents.

  • Community needs that could be addressed by CDBG programs to assist Albany’s low- and moderate-income residents.

The City receives an annual formula grant from the U.S. Department of Housing and Urban Development for the CDBG programs. In the 2023 program year (FY 23-24), the City spent nearly $386,000 in CDBG funds to serve roughly 1,170 low- and moderate-income residents with services for seniors and people with disabilities, childcare and youth enrichment program scholarships, park improvements for Lehigh Park, emergency shelter for unaccompanied youth, outreach and case management for unsheltered residents, emergency shelter for survivors of domestic violence, and housing rehabilitation. The 2023 CAPER and CDBG programs can be viewed on the City’s website, www.albanyoregon.gov/cdbg, or copies are available at each of the Albany Libraries and Albany City Hall.

The City’s Pathways to Removing Obstacles Housing (PRO Housing) federal grant application. The City is seeking $2.5 million to establish an Affordable Housing Fund to incentivize affordable housing and implement strategies to remove barriers to equitable housing choice.
